There is a need to manage the creation and or approval processes relating to a document or set of documents.

Active or Fixed Content? DocuLabs defines "Document Management" as Enterprise Content Management or ECM. They go further to then divide the ECM space into two types of content, that being Active and Fixed. Simply put, Active Content changes, e.g. MS Word and Excel files, while Fixed Content does not change, e.g. is an archive. Fixed Content typically represents 80% of the documents held within an Enterprise. Fixed Content examples include Image files, PDF, Email, Digital Photos, and Computer Generated Reports (COLD).
